Cub Scout Pack 392 Bylaws
MEETINGS
I. Round table meetings will be held on the first Monday of each month unless otherwise planned at the previous meeting. If unforeseen events occur it is up to the Chairman to contact all the members about the cancellation and rescheduling of a meeting.
II. Meetings will follow the Rules of Parliamentary procedure. Motions will have to be made, Seconded and voted on to be accepted. The Chairman will not be allowed to vote unless there is a tie. The Chairman however can introduce a motion to the floor. The Chairman will be the only member that can adjourn a meeting. In the event of their absence the Cubmaster will take their place.
III. Each Den shall have a representative at each Round table. This may be the Leader, Assistant Leader, or helper or parent. If there is no one to represent a den then that den may be fined $5.00 due to the pack before the next scheduled round table or Pack meeting.
IV. Summertime activities will be discussed and planned at the April and May round table meetings and it is up to the Den Leaders to notify all the Scouts and their parents of the activities.
V. Den meetings will be scheduled a minimum twice each month during the school year. If a Leader must cancel a meeting they must notify the scouts at least 24 hours in advance. During the summer the Den Leaders schedule meetings at their discretion.
VI. Pack meetings will be held 2-3 times a year and will be for advancement
awards, achievements, belt loops, adult recognition, etc. Each pack meeting will
also include a small family activity or speaker. Planning of the events and snacks
will be the responsibility of an individual den (picked at random at the beginning
of the year-as the dates are set).
VII. Round up/recruitment of new scouts will be designated by the council and
district but made to fit the committee's schedule. However, it can be up the pack
to recruit at a different time if the need arises. Fees paid for dues/ Boys Life
will be prorated.
VIII. Chairpersons will be appointed and accepted by the committee for such
committees as the Financial Comm., Blue and Gold Banquet/Reception,
Fundraisers, and Public Relations.
IX. Public relations chairman will research and present all activities that the
pack may participate in to the committee for approval (ex:parades, festivals, etc.)
They will also be responsible for placing write-ups and or photos of the pack
activities and award ceremonies in the local newspaper. It is up to the individual
dens to do their own photos and write-ups for their events.
AWARDS AND CEREMONIES
I. NO academics or sports awards other than those sanctioned by the BSA
will be given. If the boy earns such awards these will be the Boy Scout award
(belt loop, medal, letter, etc.) and will be given at a pack ceremony or the Blue
and Gold ceremony. District winners of one of the scout-sponsored derbies
(Space, Rain gutter or Pinewood) will receive a trophy ordered and paid for by
the pack. This will be awarded at the next award ceremony.
FINANCIAL
I. Fundraisers planned for each individual den needs to be in writing and given
to the committee prior to the event.
II. Monies turned into the pack will need to be in the form of one den check.
The leader of each den will be responsible to collect the money - therefore they
should set a deadline of when the money is due to them a few days prior to the
deadline it is due to the chairman.
III. Each den will responsible for obtaining and managing their own checking
account. Any person managing or handling a den account must be a registered
member of the pack.
IV. September and March will be financial report months. The pack will
distribute a complete financial disclosure of expenses. The dens will need to
show their books/ledgers to the financial committee also. This will occur
during a regular scheduled round table meeting.
V. Each den is responsible to pay $100.00 assessment to the pack - due in full
by January 15. This may be paid in installments over the year.
VI. In the event fines or assessments or fundraiser money is not turned in
on time then the den responsible will be fined another $10.00 late fee.
VII. If a den check is returned, then that den will be responsible for any and
all back charges.
VIII. If a fundraiser item is returned it becomes the responsibility of the
parent who sold it to either pay for it or to contact the vendor to see what actions
can be taken. The leader and chairman will be available to help but will not be
responsible for monies due. It is wise to sell items to people you know or
collect the money up front.
IX. Receipts are required for reimbursements.
PROBLEMS/CHAIN OF COMMAND
I. If a scout or parent has a complaint they are to take it up with their leader.
If it is not resolved, then the issue will be brought before the committee. If
time is of the essence, then the issue will be brought to the committee
chairman who will in turn notify as many board members as possible to resolve
the conflict. The decision of the committee will stand.
II. If a leader has a problem with a scout or parent that cannot be resolved by
the leader, then that leader is to address the parent about letting the committee
be aware of the problem and in turn help resolve the issue. The decision of the
committee will stand.
TRIPS
I. All field trips made by individual dens will need to be in writing and given
to the committee prior to the trip.
II. The leader is responsible for filing a trip permit with the council for den
field trips.
III. The pack committee chairman will be responsible for filing trip permits
for pack events.
MISCELLANEOUS
I. When there is a deadline for paperwork or money to be turned into the council
the deadline to turn things into the committee will be 10 days prior to that
deadline if feasible - if not then 5 days.
II. Each April/May the bylaws committee will meet to review and revise the
bylaws. This committee will be made up of the chairman and 5 members of
the committee.
III. For immediate family members (mom, dad, sibling) death the pack will
send flowers to the services. Notifying the chairman of this death will be the
leader's responsibility. The den will be responsible for cards, flowers, etc.
should a scout be hospitalized . It is up to their discretion.
IV. The SAFE SCOUTING GUIDE document will become part of these
bylaws as reference.
